The economic shock of the Covid-19 crisis has disproportionately impacted small businesses and the self-employed. Around the globe, their survival during the pandemic often relied heavily on government assistance. This article explores how economic relief to business is understood through the lens of deservingness in the public. It examines the case of Germany, where the government has responded to the pandemic by implementing an extensive support programme. Notably, in this context, the self-employed are typically outsiders to the state insurance system. Combining computational social science methods and a qualitative analysis, the article focuses on the debate about direct subsidies on the social media platform Twitter/X between March 2020 and June 2021. It traces variation in the patterns of claim making in what is a rich debate about pandemic state support, finding that this discourse is characterised by the concern that economic relief threatens to blur existing boundaries of worth in society. The reciprocity principle of deservingness theory is pivotal in asserting business identities in times of crisis, yet it also reveals a fundamentally ambiguous relationship with the principle of need. Additionally, the claim of justice-as-redress, as a novel dimension of reciprocity, surfaces as an important theme in this debate.

The body of research on the take-up of social benefits is growing, but rarely focuses on universal cash benefits, especially in the field of long-term care. This paper is concerned with the long-term care (LTC) allowance in Austria, a universal cash benefit paid to those in need of LTC on seven different levels of dependency. It investigates whether take-up and distribution of the benefit reflect need in terms of age structure and health status of the population, and examines whether local variations in the distribution of benefits can be explained with socio-demographic variables. Combining administrative data on recipients and socio-demographic data on the municipal level with health information shows that higher levels of education and a higher share of foreigners are associated with a lower share of recipients, while a lower average household size increases the share of recipients. Overall, these variations are much stronger for lower levels of care needs than for higher ones. The results suggest variations in take-up that are determined either by non-application (in particular among lower levels of care needs) or discretion and potentially discrimination in the process of claiming the benefit.

Young people experience different treatment compared to older adults in the English welfare and homelessness systems, encountering varying levels of protection and disadvantage. This paper uses a value-pluralist perspective to explore the normative rationales for and the ethical defensibility of these policy differences. Evidence from 38 key informant interviews suggests that the English homelessness system is shifting towards a vulnerability-oriented response to young people. But an inconsistent value framework within the welfare system systematically disadvantages them without offering a corresponding degree of protection. As such, these closely-connected areas of social policy pull in opposing directions. Although individual positions targeting young people may (to greater and lesser extents) be justifiable, this disparity in values creates an incoherent and indefensible welfare policy landscape for this group.

This article investigates the unique contribution of specific programme characteristics together with personal stigma, stigmatisation by the public, and claims stigma, to the non-take-up of targeted income support among Hong Kong older adults. Drawing on data from a sample of 3,299 Hong Kong older adults aged 65 or above, we find that between 11-14 per cent of eligible participants did not receive cash transfers from Normal and Higher Old Age Living Allowance (OALA) and old-age Comprehensive Social Security Assistance (old-age CSSA). By combining mainstream economic analysis with attempts to quantify welfare stigma (Baumberg, 2016) we find that transaction costs were most consistently and strongly related to non-take-up of targeted income support; non-take-up of old-age CSSA and Higher OALA but not Normal OALA varied with welfare stigma after controlling for personal and household characteristics of study participants. This article further adds to the literature by examining the effect of recent reforms to asset- and means-tested benefits for the same target population of older adults on take-up in the East Asian context. The article suggests that automatic switching of beneficiaries from Normal OALA to Higher OALA effectively facilitated higher take-up of the latter. The policy implications of these various findings are discussed.

We investigate the labour market effects of incarcerating children. Using linked administrative data to track outcomes for English schoolchildren, we estimate an econometric model of transitions between education, custody, employment and NEET (not in employment, education or training), along with earnings for those starting work. We allow outcomes to vary according to the individual’s state in the preceding spell and, by controlling for personal characteristics and unobserved heterogeneity, interpret such variation as capturing causal impacts. For males, the main effect of incarceration is a reduction of more than 10% in the probability of employment. For females, there is no overall impact on employment but, for those entering work, wages are reduced by 25%. These negative impacts suggest roles for policy in deterring delinquency, finding alternatives to custody, rehabilitating those incarcerated and supporting resettlement on release. Appropriate labour market policy may differ by gender, with males needing help to overcome employer discrimination and females needing encouragement to achieve better-paid work.

Research on street-level bureaucracy has tended to focus on individual and organisational factors that influence street-level practice. To date, empirical research has insufficiently explored the contribution of wider socio-cultural factors in street-level decision making. Drawing on data from a qualitative study of social assistance in Pakistan, this article examines how cultural patronage practices of sifarish intersect with street-level social welfare operations. Results highlight the importance of sifarish in informing decision-making processes and in enabling access to social assistance. In this manner, people providing sifarish (called sifarishie) operate as informal third-party actors. The findings challenge the dominant view of street-level operation that the decision making at street level is solely guided by individual and organisational factors.

Despite the significant influence of localism on policy discourses in the UK in recent decades, there has been limited evidence of any fundamental changes in state-civil society relationships. The outbreak of the Covid-19 pandemic in 2020 created a new context for cross-sectoral collaboration, as the local Voluntary and Community Sector (VCS) and local communities moved to the forefront of the crisis response. This paper draws upon 49 semi-structured interviews with local authorities (LAs) and VCS organisations across England, Scotland and Wales, to explore how the pandemic has reshaped LA-VCS collaboration. Examining the evolution of a range of local collaborative frameworks during the Covid-19 crisis, the article examines what enabled these collaborations to develop, how they operated and what insights can be derived regarding both the conditions for collaboration to flourish and the capacity to sustain this going forward. The findings offer insights into what more progressive forms of collaboration might look like during the transition from crisis and into recovery. It contributes to broader debates about whether the models deployed during Covid-19 represent a pathway to more consensus-based collaboration after a decade of antagonism between civil society and the state.

We are living through cruel and frightening times. How should a progressive policy studies respond? Critique undoubtedly plays a role: the task of exposing the structural conditions, political interests and power asymmetries that lie beneath the ‘prosaic surface’ of policy is an urgent one. But are these primarily deconstructive efforts enough? Can they lead us out of this quagmire, alone? In this article, we argue that something additional – something more generative and hopeful – is also required. In response, we introduce ‘critical utopian policy analysis’ (CUPA) a methodological elaboration of critical policy analysis (CPA) designed to support its use in both deconstructive and reconstructive policy efforts. This approach builds on the theoretical offerings of critical policy analysis, utopianism and prefiguration, to posit a methodological embrace of critique, imagination, enactment and play. It seeks to mobilise a complex nexus of affect – including heartbreak and hope – to motivate and support a range of intellectual undertakings and emancipatory politics.

Scholars have argued that negative attitudes toward government inhibit support for redistributive policies, while other studies show that individual attitudes toward the rich and the poor shape support for redistribution. How these individual attitudes relate to support for redistribution together has seldom been examined. Using the third round of the Life in Transition Survey (fielded in 2016, including 29 countries transitioning from communism) and outcome variables that tap into general attitudes about closing the income gap between the rich and the poor and willingness to pay more to help the needy, we examine how individual attitudes toward government, as well as the rich and the poor are associated with support for redistribution (final analyzed sample n > 23,700). Using logit multivariate regression analysis, we find that trust in government institutions and perceptions of public corruption are associated with certain redistributive attitudes, while individual attitudes toward the rich and the poor are consistently associated with both the general beliefs that income gaps in the country should be reduced and individual levels of willingness to pay more to help the needy.

This paper investigates which factors shape popular support for the taxation of wealth in Germany, a country with one of the highest levels of wealth inequality in Western Europe. Although public support for progressive taxation in general is strong, no tax on personal net wealth is currently levied. Against this backdrop, we ask how objective and subjective self-interest, information about wealth inequality and deservingness valuations regarding the wealthy affect popular support for a personal wealth tax. Particular attention is paid to the interaction between self-interest and deservingness. Using original survey data and a vignette design, we find that subjective self-interest is more important than objective self-interest, and that providing information on aggregate wealth inequality can shift the attitudes of those who are otherwise indifferent in favour of wealth taxation. Furthermore, deservingness valuations impact support for taxation in important ways. Factors indicating meritocratic wealth accumulation reduce support, and this is especially pronounced among low-status respondents. By contrast, while non-meritocratic factors increase support for taxation, these effects are largely off-set in privileged groups. Altogether, these findings suggest that self-interest and deservingness valuations impact attitudes towards wealth taxation in opposing directions, and that providing information to those otherwise indifferent might increase redistributive preferences.

Research on the relationship between performance and trust is commonplace in social sciences, yet trust in child protection systems (CPS) remains an emerging area of study. This research delves into how three dimensions of performance – distributive justice, procedural fairness, and functional effectiveness – affect trust in CPS in England and Norway, drawing insights from organisational and social psychology literature. A cross-sectional survey collected data from 981 individuals in England and 1,140 in Norway. Results suggest that procedural fairness and the competences indicator of functional effectiveness significantly and positively impact trust in CPS in both countries. Resources significantly influence trust in Norway’s CPS, while distributive justice has no impact on trust in either country’s CPS. These findings hold theoretical and practical implications for trust in CPS.

Swedish welfare is often characterized as comprehensive and generous. Social assistance constitutes the final safety net in the Swedish model. Unlike most other benefits, eligibility and subsidy levels are here subject to extensive means-testing, with eligibility determined by individual caseworkers. In this article, we explore the extent to which eligibility determination and generosity of benefits have changed in social assistance assessments over three decades, relating these to changes in regulations over the same period.

The article presents data from three independent vignette studies conducted in the mid-1990s, mid-2000s and in 2018 respectively. The data consist of assessments of a total of six vignettes, made by individual caseworkers (n=1 337). The results indicate that overall generosity in social assistance has decreased considerably over the last 25 years and that, despite both national and local initiatives to reduce individual variation in assessments, disparities have instead increased.

The legitimacy of welfare state institutions is a key question in public policy research. In this study we examine population’s confidence in child protection systems, the role of institutional context and moral alignment. Analysing representative samples of survey data (N=6,043) of citizens in six European countries (Czechia, England, Finland, Norway, Poland and Romania), we find that overall people express confidence in their child protection system. Differences between populations are correlated with institutional context, i.e. the type of child protection system in place – that is, if people live in a country with a risk-oriented system or a family service-oriented system. People’s view on their moral alignment with the system (or not) only shows minor differences in support of interventions. However, a tendency towards polarisation is detected in Finland and Norway with clear differences in support of interventions that restrict parental rights: individuals who state they are in alignment with the system favour stronger interventions than those who say they are not.

Concerns about the unintended effects of marketised public employment services are increasingly expressed because there is mounting evidence that such services are frequently characterised by various gaming practices on the part of their providers. To prevent these unintended consequences, payment-by-result approaches have been progressively strengthened.

The aim of the research reported in this article was to investigate the extent to which such approaches are able to make service providers accountable for client outcomes. The study used two Italian regional cases in order to compare different and alternative contracting arrangements: Lombardy (outcome-based payments), and Emilia-Romagna (fixed payments). Drawing on rich administrative databases, the analysis relied on a quantitative methodology based on propensity score matching and logistic regressions. Even if outcome-based contracting can make service providers financially accountable for the service outcome, the results of the analysis show that it does not sufficiently prevent gaming practices, resulting in inequity among the services provided.

In light of ongoing debates about income targeting in the welfare state, this article explores how the design and outcomes of income targeting policies are related to popular targeting preferences. Based on the unique combination of fine-grained opinion and policy indicators in a multilevel analysis, the results show that targeting preferences are indeed empirically related to targeting policies. However, whether these preferences are affected more by the de jure targeting design or the de facto targeting outcome seems to vary between two very different policy domains. In the case of unemployment benefits, the results suggest positive policy feedback: support for high-income targeting increases when unemployment benefits are designed to benefit those with previously higher incomes. For income taxation, by contrast, the results suggest negative policy feedback. In that case, it is not so much the de jure design but rather the de facto outcome that matters: the more taxes effectively work to the advantage of higher-income earners, the less support there is for a tax that levies the same amount on everyone, regardless of income.

Retirement timing is an issue of great political importance these days. Policy-makers develop various initiatives encouraging workers to postpone retirement beyond the statutory retirement age. This effort brings, however, just minimal outcomes. Although increasing opportunities and abilities to work in old age, in some countries people tend to retire as soon as it is possible. In economic terms, they make suboptimal (irrational) decisions.

This paper contributes to an increasingly critical assessment of a policy framing of ‘financial resilience’ that focuses on individual responsibility and financial capability. Using a participatory research and design process, we construct a ground-up understanding of financial resilience that acknowledges not only an individual’s actions, but the contextual environment in which they are situated, and how those relate to one another. We inductively identify four inter-connected dimensions of relational financial resilience: infrastructure (housing, health, and childcare), financial and economic factors (income, expenses, and financial services and strategies), social factors (motivation and community and family), and the institutional environment (policy and local community groups, support and advice services). Consequently, we recommend that social policies conceptualise financial resilience in relational terms, as a cross-cutting policy priority, rather than being solely a facet of individual financial capability.

Since 1997, the Canadian province of Quebec has put in place a heavily subsidized universal childcare program for all children under the school age. The present paper examines how the level of competition among individual providers associates with the quality of childcare in Quebec. The quality of childcare is measured by the number of violations and penalties recorded in the inspections conducted by the Quebec Ministry of Family Affairs. The analysis indicates that the intensity of parental competition for daycare spots, as opposed to childcare centres’ competition to attract parents, negatively associates with the quality of childcare. Critically, this association is mainly driven by less affluent neighbourhoods. In addition, these associations are found to be stronger for more serious violations. The policy implications for both childcare quality and childcare equality are discussed.

Existing literature shows the importance of maternity leave as a strategy for women to balance work and family responsibilities. However, only a few studies focused on the long-run impact of maternity leave length on maternal health. Therefore, how exactly they are related remains unclear. We examine women’s selection into different lengths of maternity leave as a potential explanation for the inconclusive findings in the literature on the association between maternity leave and maternal health. This study aims to unravel the association between maternity leave length and mothers’ long-term health in Germany. Drawing on detailed data from the German Statutory Pension Fund (DRV), we estimated the association between maternity leave length and sick leave from 3 years following their child’s birth for 4,243 women living in Germany in 2015 by applying discrete-time logistic regression. Our results show a negative relationship between maternity-leave length and long-term maternal health, likely driven by negative health selection. Long maternity leaves of more than 24 months were associated with worse maternal health in the long run, while a positive association emerged for vulnerable women with pre-existing health problems.

This paper provides a detailed overview of how the COVID-19 pandemic has affected the income of charitable organisations – an under-researched theme within social policy, which thus far has largely focused on the impact of the pandemic on individuals’ and households’ wellbeing. It analyses a unique longitudinal dataset that follows through time c.90,000 charities in England and Wales. The results, for the first time, illustrate the scale of the pandemic’s financial impact on the charitable sector: the median charity experienced a 13% real decline in annual income, while a charity at the 25th percentile of the annual relative growth distribution experienced an income decline of 43%. Importantly these annual declines are much more sizeable than those associated with the Great Recession and subsequent period of public spending austerity. Smaller charities, particularly those with an income under £100k, have been most significantly affected. The declines have been pervasive, extending across most fields of charitable activity, though certain charitable fields have seen particularly acute declines. While there has rightly been considerable emphasis on the important role of voluntary action in responding to the pandemic, this new empirical evidence helps to communicate the extent of the recent challenges faced by the charitable sector.
