Summary

With 2,643 claims and 1,315 settlements between 2006 and 2017, the Historic Claims Process operated by the Ministry of Social Development (MSD) was (and is) the largest redress programme in Aotearoa New Zealand. Designed to be informal, holistic, and survivor-focussed, the programme avoided some of the budgetary exorbitances associated with more legalistic programmes. However, it confronted serious problems with delays and non-transparency, lacked impartiality, and was extremely inefficient – it cost more to administer than it paid to survivors.
