New Cambridge-Tatweer agreement to explore opportunities to boost learning in Saudi Arabia
Saudi Arabia’s leading national education organisation will explore collaboration with Cambridge to improve learning outcomes for children and young people across the country.

London, UK – 3 September 2025 – Cambridge University Press & Assessment (Cambridge) and Tatweer Holding Company (Tatweer) signed a Memorandum of Understanding to explore collaboration on education. The signing took place during the UK Department for Business and Trade’s Great Futures event, an international forum to advance shared development goals.
In Saudi Arabia, more than 60% of the population is under 30 years old and education plays a vital role in development plans. The government’s Vision 2030 programme for societal change has skills at its core. From toddlers in nurseries to young adults entering the workforce, they are reshaping how the country learns. Recent improvements in national test scores show the potential for swift progress, from boosting basic literacy and numeracy to preparing students for the future. Both domestic and international organisations are turning to digital tools to accelerate change, opening up new possibilities for classrooms across the Kingdom.
Improving teaching and learning for all children is at the heart of Cambridge’s mission. This provides a shared foundation for the agreement signed today with Tatweer.
The memorandum provides a formal basis for Cambridge and Tatweer to explore collaboration in three key areas:
- Developing and delivering educational content – from curriculum and assessment to textbooks – in both Arabic and English.
- Enhancing professional development for teachers and leaders and capacity building across the education system.
- Providing strategic planning and analytical support.
The agreement also establishes discussions on joint research, insights and forums to spur progress in the five years left towards both Vision 2030 and the UN Sustainable Development Goals.
