The 11 years from 1994 to 2005 comprised the second-longest periodwithout an appointment to the U.S. Supreme Court (Epstein et al.2003, 353). The nominations of JohnRoberts in 2005 and Samuel Alito in 2006 were met with enthusiasm byconservatives, foreboding by liberals, and great interest bypolitical scientists concerned with the Court's future and withchanges in the appointment process since Stephen Breyer'sappointment in 1994.
