Police Co-Operation in the Fight Against Transnational Crime

Abstract
The author shows that international police co-operation developed along two concordant, but not always parallel axes : the pragmatic one, often inspired and supported by a strong political will, also founded on technical, technological and scientific progress, and the institutional one leading to the development, and subsequently the application, of international bilateral and multilateral legal instruments. Many examples are given.

L’auteur montre comment la coopération policière internationale s’est développée selon deux axes concordants, mais pas toujours parallèles : un axe pragmatique, souvent inspiré et soutenu par une solide volonté politique et rendu possible par les progrès techniques et scientifiques, et un axe institutionnel menant à la conclusion et à la mise en œuvre d’accords bilatéraux et multilatéraux. Il illustre sa démonstration de nombreux exemples.
Resumen
El autor muestra como la cooperación policial internacional se ha desarrollado según dos ejes concordantes, pero no siempre paralelos : un eje pragmático, inspirado y apoyado a menudo por una sólida voluntad política y posibilitado por el progreso técnico y científico, y un eje institucional que conduce a la conclusión y a la puesta en práctica de acuerdos bilaterales y multilaterales. E ilustra su demostración con numerosos ejemplos.
