The Nexus of Organized International Criminals and Terrorism

Abstract

The problems of organized crime and terrorism were often considered separate phenomena prior to September 11th. The security studies committee, the military and parts of law enforcement increasingly viewed terrorism and transnational crime as strategic threats. But these problems were often seen as distinct. Nowadays, the points of convergence of the two forms of transnational crime make it impossible to address one without the other. By focusing on the crime element of the terrorism problem, it is possible to detect terrorist operations in ways that might not otherwise be detectable.

Traditionnellement, criminalité organisée et terrorisme étaient souvent vus comme des problèmes distincts, abordés séparément par les services secrets, les militaires et la Justice. Le 11 septembre a représenté un tournant dans la vision stratégique des liens entre criminalité transnationale et terrorisme. Aujourd’hui, les points de convergence apparaissent suffisamment nettement pour qu’il ne soit plus possible de traiter de l’une sans traiter de l’autre. En étudiant l’élément criminel du problème du terrorisme, les opérations terroristes deviennent mieux détectables.

Tradicionalmente, el crimen organizado y el terrorismo eran considerados como problemas esencialmente diferentes, y abordados separadamente por los servicios secretos, los militares y la Justicia. El 11 de septiembre de 2001 representó un momento de ruptura en la visión estratégica de los lazos entre el crimen transnacional y el terrorismo. Hoy, los puntos de convergencia aparecen como suficientemente claros como para que ya no sea más posible abordar uno sin ocuparse del otro. A través del estudio del elemento criminal del problema del terrorismo, las operaciones terroristas pueden ser detectadas con mayor facilidad.
